Education PS Belio Kipsang calls out Babu Owino for conducting online revision classes

Education Principal Secretary Belio Kipsang on Thursday, May 7 called out Embakasi East MP Babu Owino for conducting online revision classes.

Speaking at Parliament, PS Kipsang while answering a query by an MP said that Babu Owino’s move to conduct online revision classes is illegal since he is not qualified to teach students.

He also said that all learning materials delivered to students must first be approved by the Kenya Institute of Curriculum Development (KICD).

“Anybody who is offering to teach students without being qualified is undertaking an illegality, and so is anyone circulating e-learning information that is not approved by KICD,” he said.

This comes just a week after Babu Owino held a mathematics online revision class where he tackle among other topics calculus, integration and trigonometry.

At the same time, Education CS Prof. George Magoha has defended private schools’ decision to charge for online lessons offered to students.

Appearing before the Parliamentary Committee on Education, CS Magoha argued that while teachers employed by the government are assured of their pay despite the schools being shut, the situation is different in the private sector.

“We have 155,000 teachers in private schools. Those in government are being paid. In order for those teachers in private have to remain in service to be paid. It is some form of justice that if those people develop some form of content which is conveyed to their children online when it comes to charging they should talk to those parents and agree on a pro-rata basis,” said the CS.

Adding:

“This is a free country. I don’t see anything wrong with it because in any case there are schools that charge up to Ksh.1 million a month. The question should be, are they charging a full fee or are they prorating?”
