The lobbying for the Coast Waterworks Development Agency (CWWDA) Chief Executive Officer position has intensified barely a week after the close of the job’s application period.
The acting CEO engineer, Martin Tsuma, is reportedly rallying support from CWWA’s departmental heads and powerful forces in the Kenya Kwanza government.
Insider reports point to serious infighting with the current board chairman, Dr. Daniel Mwaringa, pulling all stops to ensure Tsuma will not be confirmed for the plum job.
Mwaringa is keen to see Engr. Tsuma humbled owing to the latter’s incessant bragging about powerful backers.
“Engineer Tsuma has been bragging that he has the goodwill and ear of powerful statehouse operative Farouk Kibet as well as the Cabinet Secretary Ministry of Water, Sanitation, and Irrigation, Engineer Murithi Mugaa.
“He says the two are enough to have him fully confirmed after serving in an acting position for nearly two years.” Said a source privy to the lobbying.
The faction within CWWDA opposing his confirmation cites a report on an earlier recruitment that indicates that Tsuma had no management training and was disqualified in the second round of the recruitment exercise.
This, the source says, is despite the acting CEO spending millions in bribes to secure the appointment.
The common joke within the organisation paints Tsuma as the jet-set CEO who spends most of the time on a flight to Nairobi in what insiders suspect to be lobbying excursions to be confirmed as the CWWDA CEO.
Another source within the organisation claims that he bragged to a manager opposed to him that he isn’t interested in the post, “but is staying put out of the insistence of Farouk Kibet and ministry supremos who won’t trust anyone else in the position.”
Some officials claim that he sponsored sensitive information regarding his opponents in a smear campaign to discredit them in a blog, a story that generated a lot of adverse debate on social media.

The lobbying for the top CWWDA job is expected, given the CEO will be in charge of billions in tenders for building dams and other water infrastructure.
