Justin Muturi: Day Ruto Got Angry after I Refused to Sign the KSh 129 Billion Corrupt Deal

Justin Muturi, the former Public Service CS, has launched a scathing attack against President Ruto, terming him irredeemably corrupt.

In an interview with NTV’s Fixing the Nation, Muturi revealed Ruto secretly conducts corrupt deals worth billions of shillings.

The former Public Service PS described Ruto as ‘dual-faced’, saying the president’s character in public is different from the one behind closed doors.

Muturi cast a portrait of a president who would stop at nothing when out to cut corrupt deals.

 “He is quite a dangerous character. I think Ruto is unfit for the position of president. I harbour no bitterness; this is my assessment.”

“When I watched him talk to members of my Cabinet, saying, I don’t want to see corruption, I wondered, Who is this talking to?” Muturi said.

Prodded further, Justin Muturi said:

“Yes, he (President Ruto) is absolutely, very, irredeemably corrupt.”

To back his statement, Muturi, a former AG, recounted an incident where Ruto tried to arm-twist him into signing a KSh 129 billion deal with Russian oligarchs.

The deal, ostensibly on planting trees, would have contravened the law, as Ruto wanted the funds channelled through the ministry.

He said he declined as he asked for time to review the documents.

“I was invited to attend COP 28 in Dubai, which ended up in the Adani Deal about the airport. During that time, some Russian oligarchs wanted to invest KSh129 billion in Kenya.

“I landed in Dubai and received a phone call from Ruto, who told me that the Russians were waiting at the airport and I needed to sign the documents. I declined, saying I needed to review the documents in the office,” he revealed.

 “The deal purported to give a grant of KSh129 billion to grow allegedly 3 billion trees. Whenever Ruto comes up with a project, it’s for moneymaking. So they bring me a Memorandum of Understanding (MoU), and I tell them that the KSh129 billion can only be by a grant but can’t come directly to the ministry. It only goes through the Treasury.” 

The former AG further revealed shocking details of the Arror and Kimwarer scandal.

Muturi noted the KSh 63 billion project financed by an Italian company, CMC di Ravenna, was inflated above the actual cost.

There were also questions regarding the quality of work and accountability.

“I refused to sign the Arror/Kimwarer dams. The Italians were paid billions. In Kimwarer, nothing has happened because the report provided was faulty,” he added.

“Ruto held meetings with the Italian prime minister and the president. On three occasions, I was invited by the Head of Public Service to accompany the team.

“I wondered why, because the country was losing KSh 38 billion on the project. They wanted me to sign, and I declined.”

Ruto recently accused Muturi of incompetence, saying it was the reason he sacked him from the position of Attorney General.
