Governors have launched a constitutional amendment campaign dubbed Ugatuzi Initiative which among other things is seeking to change the structure of the executive to include a powerful prime minister position.
The governors want the current executive structure tweaked to include the president as the head of state, deputy president, prime minister as head of government and two deputy prime ministers.
The bill also proposes 18 ministers and 22 deputies appointed from among MPs and a strong Opposition leader with a shadow Cabinet.
Also, the Ugatuzi Initiative Bill proposes that voting be made compulsory for all Kenyans who attain 18 years and above.
The bill further roots for Ugatuzi establishment of a County Assembly Fund and grant MCAs benefits applicable to MPs.
