Rights group wants DCI to investigate Fafi MP Abdikarim Osman over disappearance of KSh 12 M Madrassa funds

A human rights lobby has called on the Directorate of Criminal Investigation (DCI) to investigate Fafi MP Abdikarim Osman over disappearance of KSh 12 million madrassa funds contribution.

The rights group, Garissa Watchdog Community, argues the disappearance of the funds while allegedly in the hands of Osman contravenes values of integrity expected of a state officer as espoused in chapter six of the Constitution.

In the letter addressed to DCI and seen by, the rights group says the cash that was contributed 11 months ago during a funds drive attended by among others Deputy President William Ruto and Majority Leader Aden Duale haven’t reached their intended beneficiaries.

Nearly one year down the line, the funds that were taken by Fafi MP Hon Abdikarim haven’t reached intended beneficiaries,” says part of the letter.

“ He has since engaged with the Madrassa Sheikhs in a cat and mouse games and at times hurling insults at Sheikhs when pressed about the money,” reads the letter signed by group’s secretary general Dawood Farah.

Leaders from Garissa county have been calling for Osman to account for the funds with several sheikhs coming out to confirm they are yet to receive the money meant to support madrassas in the area.

Last month, the MP caused drama in CS Fred Matiangi’s office after Duale asked him to account for the funds on the sidelines of the security meeting drawing together leaders from North Eastern.

Garissa Woman Representative Anab Gur has also in the past demanded Osman come clear on how the funds were spent.
